We have to be careful not to confuse this reality with the sacraments of Baptism and Confirmation. We receive the Holy Spirit in Baptism when the Church gathers around us and celebrates this rite of Christian initiation. We are sealed with the Holy Spirit for ministry within the Church when we are confirmed. But the Church has always taught that, if the sacraments were received at ages too young for us to understand what was happening to us, we must, as we reach a time of sufficient maturity, affirm and make personal what was chosen for us in the actual sacramental encounters. When I freely choose to belong to Jesus, which is what my Baptism was all about, and ask the Lord to fill me with the Holy Spirit, which is what my Confirmation was all about, then his response to that will result in my experience of being baptised with the Holy Spirt.
